A video from the mainstream movie (song/scenes from Bollywood and all other regional languages too) is considered as HD only if all of the following criteria are met:
1. Original source is true HD (Bluray, HDTV rip, etc.)
2. Resolution is met (1080p+ is preferred)
3. Video has the true HD look and feel (Crisp, bright enough, Crystal clear quality with no blur/grains).
Sometimes few posters manually crop the watermarks out, increase the saturation, zoom it, increase the resolution, contrast and call it remastered, untouched, true hd, etc. Such videos will not be considered true HD. So only original HD content with no quality loss in the ripping process would qualify. Caps should reflect the actual quality of the video. Using HD prefix for a video that does not meet the above criteria could lead to thread deletion/warnings/ban as appropriate.
